Queiroguinha has been at least 30 times in Planalto and Saúde | Policy

Half of these visits took place from February onwards, when a 23-year-old university student joined PL, President Jair Bolsonaro’s party, and declared himself as a pre-candidate for the federal deputy state of Paraíba. None of these meetings are recorded in the official diaries.

According to data obtained through the Law on Access to Information (LAI), the turnstiles at Palácio do Planalto recorded at least 12 visits by Queiroguinha, and on at least three occasions the destination was the office of the President of the Republic, Jair Bolsonaro. In the ministry led by his father, he visited a medical student 18 times a year. All of these visits took place through the private entrance to the Ministry’s headquarters designated for the authorities.

On March 9 of this year, Quiroguena was in the presidential office together with Bolsonaro and the then Minister of Regional Development, Rogerio Marinho, with whom he took a photo and posted it on social networks: “We had the opportunity to talk about the developments achieved by Brazil and on the agendas of my dear Paraíba. As a citizen of Paraíba, I make sure to always be aware of what is happening in my country and in my state.”

Six days later, on March 15, Quiroguina was in Planalto again and informed the decree that his destination would be the President’s Special Advisory Office. On his social media, he posted a photo with Bolsonaro and wrote: “We discussed many issues and developments for Brazil and Paraíba. Together we pray that our day will be many blessings. Let’s go!”

To reinforce his previous campaign, the health minister’s son participated in the federal government’s business launch events in Paraíba. At a ceremony, he spoke as a representative of the executive branch, even without holding a public office, and promised to put mayors in direct contact with his father to deal with the release of public resources.

After O GLOBO revealed Queiroguinha’s actions, the Federal Prosecutor’s Office (MPF) began investigating whether there were indications of abuse of power and administrative irregularities. The House Committee on Labor, Administration, and Public Service accepted Quiroga’s invitation on Tuesday to explain his son’s role in the portfolio. Wanted, medical student, his father and the Planalto Palace did not appear.

Even after the allegations surfaced, Quiroguinha was with Bolsonaro last week during an event for the handover of popular homes in Joao Pessoa, the capital of Paraíba. On that occasion, he sat in the space reserved for the authorities, right behind the boss. At the end of his speech, the President of Palácio do Planalto symbolically thanked the son of the Minister of Health for attending the official government ceremony.

Open the doors to health

On at least one of the visits to the Ministry of Health, on June 2, Quiroguena was accompanied by the mayors, who admitted to GLOBO that they had asked the medical student to meet with his father at the ministry to negotiate the release of public resources.

Records also show that, on some occasions, Keruguinha spent most of the day at the Ministry headquarters. He came in the morning and didn’t go out until the end of the day. In addition, the medical student also attended the file even when his father was away from Brasilia, including on international trips.
On December 22 last year, for example, he was at the Ministry of Health for more than an hour, in the late afternoon, while Quiroga’s diary records that he was at an event in Buenos Aires, Argentina. Twelve days earlier, Quiroga was on a trip to Belo Horizonte, but on that day, Quirugina spent more than five hours in his father’s office, from 2:11 p.m. to 7:52 p.m.

As GLOBO explained in a series of reports published in June, his father had taken Quiroguinha to events set up by the Ministry of Health at which public funds for municipalities in Paraíba are disbursed. On these occasions, the medical student reaches out to the mayors who have requested their support in this year’s elections.

Attorney Pedro Henrique Custudio Rodríguez who specializes in administrative law and masters in public policy claims that in these cases, there are violations of electoral law and the principles that govern public administration.

“We have two analyzes: the first is about the principles that govern public administration, since the son does not exercise any public office and even so uses the position of his father for his own benefit. First, I say that there is a flagrant violation of the principles that govern public administration, chiefly the principle of impersonality and morality. And second , there is an electoral issue. He, as a pre-candidate, may have violated electoral legislation while using this closeness to his father, on occasion, to advance early in the election campaign. We have a glaring undeserved advantage there, which is the fact that he is using the position held by his father for his own benefit. ‘ says Rodriguez.
